Cesar Salinas-Ruiz. Obituary, Death – The San Luis Obispo County Sheriff’s Office and the California Highway Patrol (CHP) have identified the pedestrian killed in a hit-and-run incident on Highway 101 near San Luis Obispo last week. The victim, identified as 26-year-old Cesar Salinas-Ruiz from Oxnard, was struck and killed on September 1.

According to a CHP news release on September 2, the accident occurred around 8:33 p.m. when Salinas-Ruiz was hit by an older model tan vehicle, possibly a Toyota Camry, traveling northbound on Highway 101 near Madonna Road in the No. 2 lane. The vehicle’s speed was not determined.

Preliminary findings suggest that Salinas-Ruiz had walked into the traffic lane before being struck by the tan vehicle and several other cars. The first car to hit him fled the scene and had not been located as of Thursday.

The accident led to the closure of northbound lanes on Highway 101 at Madonna Road while law enforcement agencies, including the San Luis Obispo County Sheriff’s Office, San Luis Obispo Police, City Fire, and CHP, conducted an investigation between the Madonna Road and Marsh Street ramps.

The CHP continues to investigate the case as a hit-and-run, with efforts ongoing to locate the vehicle and driver responsible for the initial collision.
