According to the St. Louis Metropolitan Police Department, the incident occurred in the 5700 block of Oakland Avenue, close to the former site of the St. Louis Arena in the Cheltenham neighborhood. Major Janice Bockstruck of the St. Louis police provided details during a news briefing, indicating that Maxwell had been staying at a nearby Hampton Inn and Suites. Witnesses reported that he was wandering around the Renaissance Financial building while holding the puppy, showing signs of being in a “mental health crisis.” He was seen entering various offices and sitting in different chairs.
